UPDATE ON MSPO INCENTIVES
The Government on 5 October 2019 has announced that ONLY those who have successfully obtained the MSPO certification or initiated the certification process before 1 January 2020 are eligible to apply for MSPO incentive.
Initiating the MSPO certification process is defined as signing an agreement with an accredited Certification Body or Certification Body undergoing accreditation process with Standards Malaysia (https://www.mpocc.org.my/certification-bodies) including the timeline for Stage 1 and Stage 2 audits. As such, small and medium estates, plantations and processing facilities that have initiated MSPO certification process will need to submit a copy of the signed agreement with the appointed Certification Body to MPOCC. This will ensure the applicants are eligible to apply for the MSPO incentives after they have obtained the MSPO certificate.
REVISED MSPO INCENTIVES
With the mandatory deadline for MSPO implementation being 1 January 2020, the Government has announced the extension of the deadline for MSPO incentives application from 30 June 2019 to 31 December 2019. This extension is for organised smallholders, small and medium estates, plantations and processing facilities.
The Government has increased the quantum of MSPO incentives for small and medium estates (size from 40.46 ha to 1,000 ha) from 70% to 100% of total auditing fees (Table 1).
MSPO incentives for organised smallholders was increased from RM10 per hectare to RM55 per hectare (Table 1).
In addition to this, small and medium estates will also be eligible to apply for 50% reimbursement of preparation costs (up to a maximum of RM10,000) incurred during the preparation phase of MSPO certification (Table 1 & 2).
These new MSPO incentives will further reduce the financial burden for organised smallholders and small and medium estates to prepare for the initial MSPO audits. Eligible applicants are entitled to reimbursement of the MSPO incentives after being awarded the MSPO certificate.

INCENTIVES FOR MSPO CERTIFICATION OF ESTATES & PROCESSING FACILITIES
BACKGROUND
MSPO certification will be implemented on a mandatory basis beginning 31 December 2019. The MSPO Certification Scheme has been developed taking on board relevant domestic laws and regulations, best practices on sustainability and input from the relevant stakeholders.
OBJECTIVE
To provide incentives to plantations and processing facilities to obtain MSPO certification.
QUALIFYING CRITERIA
The incentives are open to estates and processing facilities licensed by MPOB. The MSPO incentive is reimbursable upon approval and covers the auditing fee. Auditing fee is defined as onsite man-days, stakeholder consultations, peer reviews and report writing.
APPLICATION PROCEDURE
All applications must be submitted to MPOCC using Application Form for Estates or Processing Facilities as shown in the attachment. Each entity has to submit its own application.
MPOCC will evaluate all applications and incentives will be reimbursed upon submission of the relevant certified true copy documents to MPOCC by mail.
